CLEVELAND, Ohio – In a rare move, circumventing their president’s leadership, several members of Cleveland City Council have called a special meeting to discuss how the city should spend the first half of its $511 million from the American Rescue Plan. The meeting is scheduled for 10 a.m. on October 4, on the heels of a series of events that has left some councilmembers feeling left out of the process – which, at times, has seemed inexplicably rushed – to spend the city’s stimulus money.
